Neon integration

Neon is a tool to write node.js native modules in rust. In their documentation, at https://neon-bindings.com/docs/electron-apps they state that some work is being done to integrate neon support with `electron-rebuild`.
In this repo, I couldn't find any related issue or PR - anything.

I decided to create this issue to track the progress of the integration and consolidate the efforts.
