Consider running `build/install-build-deps.sh` on Linux before build

Encountered when trying to set up a new Linux machine - i ran into some issues with missing `gperf`.

Instead of keeping a potentially-stale document of prereqs in [our linux document](https://github.com/electron/electron/blob/08dd38d9be8fde5ec44e60ad8a2da9af3c37afeb/docs/development/build-instructions-linux.md#L7-L63), we should use Chromium's list which we know they keep up to date.
