can't start app on a few pc after commit on 9.6

## Expected Behavior

open as normal
## Current Behavior

it's cant boot on some pc. it's very wired. I do some check on their pc

it's can not open in first install open or open by double click.

## Steps to Reproduce

1. clone this project

2. build and get prod version

3. open in their pc[ and it's not open without any error dialog]

## Possible Solution (Not obligatory)
I check the latest commits, this problem is caused by #3633

I'm not sure if it useful, but every one report this problem ,they are as admin in win10 or win11

the other important things is if you run app by debugtron, it's will be start

try to up/downgrade electron version, it's look like can't open after version 28
