provide downloads as docker images

A user in an institution holding sensitive customer data and with strict security rules isn't permitted to download binaries and packages, but they are allowed to import docker images. This is how they use the stack at the moment.

They have therefore requested that we make the support diagnostic tool available as a docker image, or release it with Elasticsearch, so that they are able to use it.
