Description
To provide a more seamless testing experience for Elastic Observability and Security, this issue proposes adding support for Fleet Server.
This would allow users to run Elastic Agent in Fleet mode, enabled via a `--fleet` startup option. This feature is crucial for testing the full capabilities of Fleet-managed agents, a core component of the Elastic Stack.
