AutoOps for Self-Managed (Cloud Connected) - Metrics storage on GCP

**What the feature is and who it's for**
AutoOps for Self-Managed (Cloud Connected) now supports storing metrics in GCP. AutoOps—Elastic's integrated monitoring and management service for Elasticsearch -is already available for self-managed clusters connected via Cloud Connect. This adds GCP as a metrics storage location, for self-managed customers who prefer or require their AutoOps metrics stored in GCP regions.

**Value proposition**
Until now, AutoOps for Self-Managed (Cloud Connected) stored metrics only in AWS regions. Adding GCP support lets self-managed customers with data residency, latency, or cloud-provider preferences for GCP store their AutoOps metrics in-region - while getting the same performance recommendations, resource and cost insights, and real-time issue detection at no additional cost.

**Expected outcome**
AutoOps for Self-Managed (Cloud Connected) can now store metrics in the following GCP regions:

GCP - Iowa (us-central1)
GCP - Belgium (europe-west1)
GCP - South Carolina (us-east1)
GCP - N. Virginia (us-east4)
GCP - Oregon (us-west1)
GCP - Singapore (asia-southeast1)*
GCP - Frankfurt (europe-west3)
