Add PKI client auth support for monitoring

We internally use ES output to ship monitoring data to ES but it only allows basic auth info to be passed. We should expose the PKI auth features available in the ES output as well. This way, users wouldn't have to expose plain text passwords in the yml file and they can use cert based authentication.
