Expose config version in logstash monitoring API and logging as `version`

We now have config hashes, but don't expose them to users anywhere. We should expose them in the monitoring API and in logs.

I propose we create an extra level of indirection here referring to the config `version`, no necessarily its hash, in the event that we come up with an external versioning system in the future that might be monotonic.
