New filter plugin : logstash-filter-handsetdetection

We've developed a high performance device, platform, browser and app plugin for logstash. It offers vastly superior performance to the useragent plugin as there are no regexes. The plugin wraps our ruby device detection library.

The plugin is running in house and in production at a customer site.
