Publish a new output plugin for the Warp 10 platform

Here, I developed a small [output plugin](https://github.com/cityzendata/logstash-output-warp10) for the [warp 10 platform](http://www.warp10.io/). I didn't include any automatic tests, I read that you can guide me to do it in order to publish my plugin to the official logstash repository. I am currently reading http://betterspecs.org/ but I ain't used to code in ruby.
