[New Integration] PowerShell script executor

**Describe the feature**:
This new integration will have the ability to execute PowerShell scripts on hosts.
It would be ideal to install this onto one Elastic Agent/Host to run multiple scripts on remote hosts using WinRM.

**Describe the use case**:
Competitors are leveraging the ability to run PowerShell scripts/commands straight from their Hosts' dashboards.
As we are trying to leverage Elastic, it has become harder as competitors have introduced new tools to help with Observability.
