[text-auditor] Batch fix untracked typo families in TI docs and RSA rule template text

## Text Improvements

The following user-facing text issues were found in the repository. Each is a low-effort fix and was verified across all in-scope occurrences.

### 1. Typo family: `faciliate` → `facilitate`

**Current text:** `... is created to faciliate only active IOCs be available to the end users.`

**Suggested fix:** `... is created to facilitate only active IOCs be available to the end users.`

**Why:** `faciliate` is a clear misspelling.
