[CI] Add Logstash compatibility checks to package CI

As part of an initiative to improve the experience of running Integrations on Logstash, we would like to add checks to CI to ensure that Integrations are/remain compatible with being run on Logstash via the [Logstash Integration Filter](https://github.com/elastic/logstash-filter-elastic_integration).

This would likely be in conjunction with the [proposed improvements to the package spec](https://github.com/elastic/package-spec/issues/824) - the CI should not be run if the package spec indicates that it is not intended to be compatible with Logstash
