**Preconditions:**
1. 9.1.0-SNAPSHOT kibana self-managed environment should be available.
**Steps to reproduce:**
1. Install Fleet Server.
2. Observe Fleet Server gets unhealthy temporarily on installation.
**Expected Result:**
Fleet Server should remain Healthy on installation.
