Changing Default Integrations for an output doesn't get deployed on Agents and Agent Policies

As you see in the screenshot, I have 3 outputs: (And several agents and agent policies)
1)Elasticsearch output
2)Kafka output (called kafka)
3)Another kafka output (called kafkarz)

!This issue is only happening for this Kafka output called "kafka"!

When I set this kafka output (called kafka) to default monitoring or default integration, it shows it will get deployed to zero Agents and zero Agent policies.
The consequence of continuing with this, is that no data will reach kafka side if this output is assigned.
I am not sure I can reproduce this if I delete this specific output.
