[EuiIcon][ESLint] Set the deprecated icon lint rule to 'error'

The purpose of this task is to set `no-deprecated-icon-aliases` to `error` instead of `warn` and resolve all reported failures. The idea is that we want people to not ignore these and start moving away from deprecated icons that will inevitably be removed.
