Description
Tooltips don't have to be portalled. The only thing that needs portalling is a modal.
## Acceptance criteria
- [ ] Portalling is removed for tooltip components
- [ ] We smoke-test carefully across all affected components in EUI
- [ ] We smoke-test carefully in Kibana
- [ ] A decision is made: either we can remove the portal or we cannot (read: in an easy manner)
