## Summary
The purpose of this ticket is to make the actions menu and the header not overlap for the first row in the `EuiDataGrid`.
## Context
The issue was raised on https://github.com/elastic/eui/issues/8484
There is a slight overlap of the first row's actions menu and the header.
That's on purpose so that it always shows, otherwise it'd be hidden by the header:
