Description
Hello, are there any plans to support these newer features?
1. Creating spans via attributes using [WithSpanHandler](https://github.com/open-telemetry/opentelemetry-php-instrumentation?tab=readme-ov-file#opentelemetryapiinstrumentationwithspan-attribute)

2. Registering instrumentation via SPI

_Part of the SPI seems to be in development ([judging from some experimental env](https://github.com/open-telemetry/opentelemetry-php/pull/1304/files#diff-51de895a30f3043a907e8f801c5d610e47fb0edb6fa40404ed1fe54db0939a42)), but I like this way of registering so I am curious._
