Subtract resolution from event loop delay values?

I raised this issue in opentelemetry-js-contrib as well: https://github.com/open-telemetry/opentelemetry-js-contrib/issues/2794

If it is solved there, then elastic-otel-node doesn't have to do anything. In the meantime, I am curious if you might add the subtraction, like it's done in [apm-agent-nodejs](https://github.com/elastic/apm-agent-nodejs/blob/06f1c14a6fec4a8ba0c1cd6475ab403d4c6015b4/lib/metrics/runtime.js#L52).
