Open document details from Discover and the Hosts table with the View details control

## Summary

The row-level control that opens the document details flyout in Discover's document table (and any app using the unified data table) no longer reads "Toggle dialog with details". It now reads "View details" when the row is collapsed and "Close details" when the row is expanded. The same relabel applies to the host details action in the Observability Hosts table. Two published pages still tell readers to select the "Toggle dialog with details" icon.

**Why this needs docs:** Two published pages quote the old label verbatim as a bolded UI string, so they become factually wrong for 9.6.0 and serverless users.
