### Description
Identify and remove instances where links or xrefs in the docs have 'applies_to' tags, but the target page already displays the relevant applies_to information. This will help simplify reader experience by relying on the destination for context (as discussed in recent Slack and PRs). Focus on places where applies_to is redundant or confusing when attached to inline links.
