Production Guidance refinement after adding back ECH plan for production document

We need to refine the document recently added to the ECH section (plan for production) and review the entire production guidance section, to make better sense of it and cross-link areas of interest.

Challenges:
- ECE users should be able to follow similar recommendations that the ones added in plan for production (which now is in ECH section).

- We had similar information earlier in resiliency on ECH / ECE document. That document could be entirely removed or be kept with the scope of `how the platforms implement resiliency` more than the recommendations (which are now in plan for production).

- Production guidance had some sections that felt a bit theoretical and not practical (I'd consider putting part of that content in the distributed architecture section perhaps).

The objective is to improve the content and have clearer scope in all the mentioned documents.

Put together a plan of attack to unify, properly scope, and create clearer wayfinding for production guidance across the deploy/manage section
