Extract, transform and index CLI telemetry data into Elasticsearch (and BigQuery?)

Once CLI telemetry data is shipped to the telemetry cluster, it needs to be batch-indexed into Elasticsearch for analysis, dashboarding, etc. There is a parallel path to getting the same data indexed into BigQuery, if there is a need.

The Platform Analytics team's KPI engine is where the Elasticsearch indexers live; @JoshMock maintains a few for the DevEx team and can be consulted for internal technical details. BigQuery is uncharted territory for this kind of data; contact @shahinakmal for more info about that.
