Aggregate and ship Cloud proxy logs to telemetry API for all CLI traffic

Platform Observability maintains a collection of `regional-proxy-aggs-rollup` jobs that are configured to run in each of Cloud's regional logging ES clusters to capture and aggregate useful data from the raw HTTP proxy logs. This is where the jobs live that capture ES client telemetry data and ship it to our telemetry API for longer-term storage.

In order to capture all CLI activity, new jobs will need to be added to query logging clusters for CLI telemetry data and ship it the telemetry API.
