Add binary-size measurement on PRs

Beats has **no** binary-size tracking today. Add a canonical measurement so for every PR we can measure the impact on the binary size. Also an automation to show it on every PR: A comment in the build completion notification would be a nice way to do this. We could also include it as a "test" but we'd have to manually look at the results.
