[AutoOps] Ability to set Cluster Name as flag

Add a flag so that a cluster name value may be passed to replace the id

Cluster setup for ECE gives a long alphanumeric cluster name instead of the human-readable version. Add the ability to set this, either at setup or any other time while AutoOps is running

Start by locating the AutoOps cluster setup and flag-parsing entry points; the issue does not name specific files or tests. Trace how the cluster ID is chosen and determine where a supplied human-readable name can be accepted during setup or while AutoOps runs. Done means the configured name replaces the long ECE cluster ID in the relevant output.
