Use Tilt & kind in system tests

Now that we have a [Tilt](https://github.com/elastic/apm-server/pull/9421) setup for local development, we should consider using it in the system tests, and moving away from docker-compose. Tilt provides the `tilt ci` command for creating resources in a CI mode: https://docs.tilt.dev/ci.html
