Follow up on https://github.com/elastic/apm-server/pull/4975/files#diff-4003db2088665ffb7d820944e194dc92a0a804b2e39fe2ae00e73f0d579926efR33-R40: use the `User-Agent` rather than the `service.agent.name` to decide whether or not the `client.ip` should be extracted from the requesters IP address.
