[DOCS] Document TBS reliance on Elasticsearch for sampling decision

TBS hugely relies on Elasticsearch to coordinate the sampling decisions across APM Server/Integration instances.
It might be worth highlighting how an Elasticsearch outage might badly affect the TBS performances and recommend a high available ES deployment (E.g. use load balancer or multiple hosts).
