monitoring: No monitoring metrics on sourcemap usage

There used to be monitoring metrics e.g. `apm-server.sourcemap.decoding.*` and `apm-server.sourcemap.validation.* ` but they are no longer available since https://github.com/elastic/apm-server/pull/6447 . There is limited visibility into how well sourcemap fetcher is performing.
