update release process regarding `do-not-delete_legacy-docs` docs when clear on requirement

I'm asking the docs team about the docs process now.
I *think* this legacy branch is now obsolete, but not sure. Once we know, the release process docs in CONTRIBUTING.md should be updated. Also potentially the script to update that branch could be dropped.
