Reports on other empires' technology levels

**What do you want to see?**
A report screen which shows all unlocked techs and indicates which empires have more, less, or none of that tech as compared to our own emipire. This should be configurable to be disabled or show only allied empires by the game host if they don't want all players to see each other's techs. There should also be a configuration option to show only researched techs, unlocked techs (e.g. shields once you have physics 1), or all techs.

**How would it help players?**
Added info available for the player and also for AIs.

**Alternatives**
This could be done via some sort of intel system so you don't get the info for free.
