Construction queues that cannot build due to riots list the reason in the log as lack of resources.

**Steps to reproduce**
1. Open the attached savegame.
2. Check the log.

**Expected behavior**
Rioting colonies show in the log that they can't build due to riots.

**Actual behavior**
Rioting colonies show in the log that they can't build due to lack of resources.
