Description
**What needs to be done?**
An upgrade facilities button like SE4 has, on the construction queues list.
At the very least, it should attempt to upgrade all existing facilities and facility upgrades in the empire's construction queues and colonies. Perhaps it could also have options to upgrade specific queues or specific types of facilities.
