Balancey mod

**What do you want to see?**
We could use a reimagining of the stock SE4 data files to rebalance them and maybe also to replace them so we are using zero assets from SE4.

**How would it help players?**
Make the game more balanced for players who like playing stock

**Alternatives**
We don't have to replace the stock data files with a balancey mod but it might be nice if we want to get rid of the only "borrowed" SE4 assets we are using...
