Put idle ships/queues lists in the sidebar

**What do you want to see?**
Lists of idle ships/queues should appear in the sidebar, below or next to the system tabs.

**How would it help players?**
Allow access to the full idle lists without having to tab through them slowly

**Things to consider**
This will probably have to wait for the main game form to be converted to Blazor because working with Windows Forms in modern Visual Studio just causes errors.
