Delete old files

**What needs to be cleaned up?**
There are a bunch of old files lying around in the repo that can be deleted (configurations for things like GhostDoc that no one uses anymore, test race files where we don't even have the option to save a race outside of an empire anymore, etc)

**How will this benefit us?**
Avoid confusion when future developers or players see these files

**What potential drawbacks are there to making this change?**
Might delete something we actually need (but that's what git history is for)
