Built-in issue reporting

**What do you want to see?**
The ability to report bugs, suggest features, and start discussions from within the game. This can work by linking to the appropriate github pages. It would also be nice to be able to search for existing issues before reporting a new one. The bug report UI can automatically appear when the game encounters an unhandled exception, in addition to the ability to invoke it manually.
