Add Mirror Reflectivity Parameterization for pfRICH Simulation

The best mirror reflectivity result from the pfRICH mirror project so far is provided here. This result may be useful for future pfRICH simulation studies.

**Describe the solution you'd like**
The mirror reflectivity data, expressed as a function of wavelength, will be added as a matrix to `epic/compact/optical_materials.xml`.

**Describe alternatives you've considered**
Currently, there are no alternative solutions available for this implementation.

**Additional context**
Coating Batch 53 includes six mirrors coated with 5.04 kA of chromium (Cr) and 20.22 kA of aluminum (Al).
