Test to check holes in acts tracking geometry navigation stream

For eta>4, the acts track reconstruction fails after the vertex barrel. The goal is to write a test to dump every propagation step for all cases based on a scan of initial parameters as in (www.github.com/acts-project/acts/tree/main/Examples/Algorithms/Propagation/src/PropagationAlgorithm.cpp). So, it will be obvious what location the propagator gives up to ease debugging tracking geoemtry.
