Description
Full contact approval system:
- New user messages → create pending contact
- Notify admin via Telegram (Joche's bot)
- Admin approves/denies from React UI OR via Telegram command
- Approved → user gets confirmation, can now query
- Denied/Blocked → user gets polite rejection
- Per-channel: approval on Telegram ≠ approval on WhatsApp
