styleRules on "System.Tags" doesnt work if there are more then 1 Tag on a PBI

Hi,
For our teams need, I have implemented below StyleRules i.e.

1. When there is PBI with Priority = 1, then it changes color which is working fine.
2. When there is PBI with Tag = Blocked (only 1 Tag), then it changes color which is working fine but when Blocked is clubbed with another Tag then Stylerule fails. This really needs to be fixed or am I not configuring it correctly?
