Bug z-index overflow

Some blocks doesn't work well with toolbars as they overflow and its visually ugly

Steps to reproduce:
1. Add table ith heading
2. Try to delete a column
AND
1. Have a table with 2 rows
2. Have a text block below
3. Try to delete the 2nd row

Expected behavior:
The toolbars go in front
