tested)

Start by reproducing the home-page flow in IE7 or a compatible test environment and inspect the entry point that opens the Wikipedia URL dialog. Done means IE7 users can reach an equivalent Wikipedia URL entry flow without relying on JavaScript; no specific files or tests are named in the issue.
