Description
Currently, the sharing of Safety Notifications between CTIS countries is entirely decided and handled in the FE, and country change on Study Country page + "Safety Notifications - CTIS" checkbox have been disabled on Study Country page because the feature is messy and unfinished.
Everything should be handled in the BE instead for a single source of truth, and therefore endpoints/API requests probably have to be changed too.
Note: should also probably use PATCH queries in FE instead of always PUT
