WebView video Url vs Video Widget performance differences

I am using Video widget to load a video from distant server. it takes some considerable time to load and at times it doesn't even open. But the same URL consistently able to load through WebView. Is it a bug.
I tried this on Scratchpad, and debug app as well. Same response differences

I am not intending to use WebView mainly because I couldn't set that autoplay. it gives a thumbnail and then someone to click to start playing.
