Description
I would like to use different entry grammar rules depending on a URI extension, but unused grammar rules are optimized away during generation. As a workaround, i introduce the top rule that is an alternative to entry rules.

Research direction
Start by examining the grammar-generation behavior described in the issue, especially why unused entry rules are optimized away. Determine the intended support for selecting different entry grammar rules by URI extension and define completion as supporting that use case without requiring a top-rule workaround.
