Add mouse scroll handling in CustomTooltipManager

When mouse is stationary and you scroll tooltips still show like you were hovering on something but when you are scrolling mouse constantly changes what you are hovering on but tooltip not only opens randomly but also stays on what was "hovered" before until you move your mouse. This way you constantly have to move the mouse while you scroll for the tooltips to stay hidden as mouseExit triggered only if mouse is moved. Scrolling also needs to reset hover timer.

this was an issue since the beggining(i dont know, in 2013 at least it was, so more than 10 years), dont know why noone has pointed that out
