`rust-aidl-codegen` portion of the project merged

Adding in the infra around Binder necessary to be able to communicate over it in Rust

I'll probably merge not [this draft PR](https://github.com/eclipse-uprotocol/up-client-android-rust/pull/1), but it gives the flavor of what would be added.
